Governor Asa Hutchinson announces plans to grant executive clemency

LITTLE STONE – Governor Asa Hutchinson today announced plans to grant 19 pardons, a single restoration of gun rights and a commutation. Forty-eight other requests for clemency were rejected and one did not result in any action. These include requests from detainees and non-detainees.

The pardoned applicants have served all jail time, fulfilled all parole and probation conditions, and paid all fines associated with their sentence. There is a 30-day waiting period to receive public comment on the reviews before a final decision is made.

Governor Hutchinson intends to pardon the following individuals:

Marcus Byers, Sr. (Sherwood) Criminal Mischief – 1st Degree (C Felony) (CR-2007-285).

This notice is issued based on the dates of conviction (2007 – St. Francis County), that all of the applicant’s sentences have been served, and that there have been no other violations of criminal law. There are no law enforcement objections to the application.

Ronald J. Christopher (Russellville): possession of a controlled substance – methamphetamine (Crime C) (CR-06-18).

This notice is issued based on the date of conviction (2006 – Pulaski County), that all of the petitioner’s sentences have been served, and that there have been no other violations of criminal law. . There are no law enforcement objections to the application.

Jessie L. Buchanan (ADC #099656): Capital Murder (Y Felony) (1992-66).

The Governor has given notice of his intention to commute the sentence of Jessie L. Buchanan, who was convicted in Crittenden County in 1992 for the above offense, from life without parole in the Corrections Department to 35 years. There are no law enforcement objections to the application.
